Con el presente auto se declara la nulidad de todo lo actuado dentro del proceso de la referencia, a partir del auto admisorio de la demanda.

- PRIMERO. DECLARAR la nulidad de todo lo actuado dentro del proceso de la referencia, a partir del auto admisorio de la demanda, proferido el 6 de julio de 2015, por la Sección Cuarta del Consejo de Estado.
- SEGUNDO. ORDENAR a la Sección Cuarta del Consejo de Estado que reinicie el trámite previsto para la acción de tutela, acorde con el Decreto 2591 de 1991, especialmente, lo atinente a la vinculación del Tribunal Administrativo del Valle del Cauca.
- TERCERO. Por Secretaría General, DEVUÉLVASE el presente expediente a la Sección Cuarta del Consejo de Estado, para lo de su competencia.
- CUARTO. Cumplido el trámite de tutela, REGRESE el expediente a la Sala Tercera de Revisión de la Corte Constitucional, de acuerdo con lo expuesto en la parte motiva del presente auto.
